15,000 existing undeveloped residential lots in the greater Valley Springs area

According to Calaveras County Dept. of Public Works 'Valley Springs Benefit Basin staff report' dated October 2004, there are "a total of 19,300 potential undeveloped parcels, which includes about 15,000 undeveloped residential parcels and 2,000 acres of undeveloped commercial property."

These are lots in the greater Valley Springs area that are already divided, zoned, and approved to build a house on.

Should the county be considering and approving "parcelization" (zoning changes that convert large open space and agricultural lands to residential subdivisions) without first addressing inadequate roads, water, sewer, and fire and police protection that affect our quality of life?
