BOARD LIMITS SUPPORT FOR COMMUNITY PLAN UPDATES

Community members working on updating the Valley Springs Community Plan will be able to proceed, but with limited support from the county. That was the decision of the Board of Supervisors during a meeting at the San Andreas Town Hall Tuesday.
The board said the Valley Springs plan, along with a few others, can be done simultaneously with the current General Plan update and will be included in the final Environmental Impact Report. However, the county doesn’t have the staff to help with creating the individual plans. This all could change with a pending grant and with final budget hearings in September. In the meantime, the county will offer limited services, such as GIS mapping and web services.
Nearly 100 residents showed up to the meeting.
Joyce Techel, board president of MyValleySprings.com, says the current Valley Springs plan is 30 years old and only five pages long. After the board’s decision, Techel said, “As long as we can move forward, I’m pleased.”
Other communities selected to move forward with their plans were Copperopolis, San Andreas, and the West Point area. Supervisor Tom Tryon told residents that if for some reason the individual plans take longer than the General Plan Update process, they would be dropped from the EIR.
June 2007: GPU Community Meetings held in Valley Springs and Jenny Lind
Two Valley Springs area community meetings were held on 6/21 and 6/23. General Plan Update Community Meetings at the Valley Springs and Jenny Lind Elementary schools were well-attended by residents! Approx. 200 people participated in the workshops and listed assets and issues in the greater Valley Springs area. When the county consultant makes them available, we will post these lists online.

05/01/07-First community workshop held in San Andreas
Residents from San Andreas and Calaveras County participated in the first of a series of community workshops in the general plan update process--and enjoyed themselves!
At a meeting in San Andreas Tuesday May 1st, Larry Mintier, of the Sacramento consulting firm Mintier and Associates, gave a brief presentation on the General Plan Update process and asked for input on how the general plan will take shape in San Andreas and throughout the entire county. Participants were split up into groups, given maps, and tasked with listing assets and problems in San Andreas and Calaveras County. Some of the assets listed were historical Main Street, the local newspaper, open space, scenic views, natural resources, rural atmosphere, rolling hills and oak trees, and back roads, Some problems mentioned were traffic congestion, small jail, over-capacity sewer, lack of parks, pedestrian and bike paths, affordable housing, businesses and jobs, long-term planning, and no cohesive sense of community.

Over 100 people attended the "Project Initiation" meeting for the General Plan Update in San Andreas Tuesday afternoon. Mintier & Associates described the process and scheduling for Phase 1 & 2, plus an overview of what will be covered in the new General Plan. Many public comments were made and questions asked, followed by some answers from the consultant and the Community Development Director. A lively discussion followed by the Board of Supervisors as to whether community plans will be included in the General Plan update. COMMUNITY WORKSHOPS SCHEDULED TO BEGIN MAY 1ST, 6 P.M. 01/16/07-Supervisors vote to extend 'Urgency Ordinance' until December 2007
Board of Supervisors vote is unanimous: moratorium on General Plan and Zoning Amendments is extended until December, 2007. Incomplete applications for development are given a 60-day extension. Read more on link below:

12/4/06-County adopts 'Urgency Ordinance' and 2-yr. General Plan Update Work Program
As of 12/5/06, no new applications for General Plan Amendments or Zoning Changes will be accepted during the General Plan Update process (some exceptions are allowed). This Urgency Ordinance is for 45 days, then will come up for review and possible extension. Existing incomplete applications must provide all information requested to the Planning Dept. within 45 days to be considered complete and exempt from this Ordinance.

How did we get here???
Why does the county need a new General Plan?
The Calaveras County General Plan is our "constitution for land use". At Supervisor Study Sessions in January and March, 2006, dozens of citizens stood up and spoke to Supervisors about planning and infrastructure problems in the county. They described inadequacies and inconsistencies in the General Plan. Many of the citizens who spoke out were members of the Calaveras Planning Coalition. Our Supervisors listened.
In April, 2006, the Supervisors hired a consultant, Mintier & Associates, to study our existing general plan. In October, 2006, Mintier's General Plan Evaluation report concluded that our general plan "does not meet statutory requirements and is of limited use as a guide for day-to-day decision making concerning land use, development, and public protection."

Calaveras Planning Coalition calls for tough decisions
A Supervisor Study Session was held on October 23rd. Over 100 people attended to listen to Community Development Director Stephanie Moreno's summary of the General Plan Evaluation. Many citizens, including members of the Calaveras Planning Coalition, spoke in support of an immediate update of the inadequate General Plan and voiced concerns about continued processing of projects in the interim period of an update.
