SUMMARY AND CONCLUSIONS:

- Cosgrove Creek flooding is a serious, recurring problem for all residents of Valley Springs, but especially residents whose homes are regularly flooded. This problem has been worsened by poor planning and building decisions in the past.

- Need for reexamination of county policy regarding building in floodplains. Building in floodplains should not be allowed; building in floodplains on elevated building sites reduces areas available for floodwaters but increases flooding in other areas.

- Need for any Cosgrove Creek Flood Control Study to include increase in runoff expected from all possible development in the Cosgrove Creek watershed.

- Need for the County to do cumulative impacts studies on development in the Cosgrove Creek watershed.

- Need for expansion of the scope of work for the Cosgrove Creek Flood Control Project to include coordination with (and possible funding for) a new, updated Valley Springs Community Plan.
