Hogan Quarry Slated To Increase Production?

Ford Construction proposes to increase output by 500%

Hogan Quarry located at Silver Rapids and Hogan Dam Road

Concerns Regarding the Proposed Expansion

Commentary by Joyce Techel

I oppose the expansion of the quarry located on Silver Rapids Road, near Valley Springs, which is operated by Ford Construction Co. of Lodi.

The Calaveras River

My major concern is the Calaveras River. After reading a recent article in the Stockton Record (Tuesday, November 29, 2005) I am extremely concerned that there won’t be appropriate environmental oversight to verify that the river won’t experience extra silt as a result of the 500% increase in quarry activity for the next 75 years. Was there an EIR when the original project got under way and why wouldn’t a new EIR be triggered for such a huge expansion in such close proximity to the river and surrounding area, which is loaded with wildlife? In the article, Bill Jennings (executive director or the California Sportfishing Protection Alliance) discussed sediment found in the Calaveras River spawning beds between New Hogan Dam and Cosgrove Creek—the same section where the quarry operates. He has questions he wants answered and I also want those answers.

Waste Water

Waste water resulting from the quarry process is another issue. Aren’t there permits in place that limit waste water and hold the company accountable to be responsible for safe management practices? This is such a huge expansion it should be treated as a new project with a new EIR and permitting process. How much additional waste water will be generated with this 500% increase in quarry product for 75 years?

Road and Highway Impact

Last, but not least, there are the projected 64 truck trips a day on Silver Rapids Road and Hwy. 26. The cumulative impact on Hwy 26 and Hwy 12 is overwhelming. The same holds true with most roads in that immediate area due to this project and numerous other residential projects in place or planned for the near future. There is a real and present danger for the residents of our area that is not being addressed.

Truck Track-Out in Calaveras River

There is a very small bridge just outside the entry/exit which the trucks must pass to get to Siver Rapids and Hwy 26. There is material before the bridge, on the bridge, at the far end of the bridge above the (Calaveras) river, and on at least 1/4 mile of the road beyond the bridge.

Track-out on the bridge over the Calaveras River.

Additional Comments on Track-out

This debris on the bridge and on the road is destined to be washed into the river during rain. - Seana Hogan
