Agenda item 10.  Discussion/ Board direction for County staff to meet with City and CCOG staff to work out details of the Calaveras Council of Governments (CCOG) Joint Powers Agreement (JPA) and the Organization and Procedures Manual.  Discussion/ direction for transition phasing for Cedar Center/Pine Drive project to the County.  Discussion/ direction for County staff to work with CCOG to determine what existing projects can feasibly be transitioned to the County, and report back to the Board.
